A positive screening test should result in the immediate
suspension of the seafarer from seagoing employment pending confirmation
of the result from an independent testing laboratory.
Further disciplinary action should only be taken after full and fair investigation
in which the crew member has the opportunity to challenge the results and to
give their side of the story. If it becomes clear that drugs have been abused
then disciplinary action should follow in accordance with the provisions of the
crew contract and national law.
Every position on board ship has safety-related aspects. It is therefore essential
that if drug abusers are not dismissed, for example where rehabilitation treatment
is mandatory under national law, their subsequent employment is restricted to
land-based, non safety-related work.
In any event drug abusers should be made aware of the dangers drugs pose to their
own health and others at sea and should be encouraged to seek assistance from
doctors and other specialised agencies.
