New bunkering procedures in Singapore

With effect from 1 January 2017, as per the Maritime Port Authority (MPA) of Singapore’s port marine circular 04 of 2016, the use of the mass flow metering (MFM) system for the delivery of marine fuel oil (MFO) in bunkers in Singapore will become mandatory.

All MFO suppliers, bunker craft operators and bunker surveyors will be required to comply with the requirements of the Technical Reference for Bunker Mass Flow Metering (TR 48:2015) which was launched on 16 February 2016.  The TR 48:2015 details the core requirements for metering system qualification, installation, testing, procedures and documentation for the delivery of MFO via the MFM system.

As part of the new bunkering procedures, in order to renew the Bunkering Licence (Bunker Craft Operator) and the Bunker Surveyors Licence, it is mandatory for all in-service bunker cargo officers and bunker surveyors to attend refresher courses conducted by the Singapore Shipping Association (SSA) or the International Bunker Industry Association (IBIA). The aim of the courses  is to raise the technical knowledge of the MFM bunker operations including creating awareness for personal safety and professionalism among frontline bunkering officers.

In view of the new bunkering procedures coming into force, we would like to remind our Members engaged in the delivery of MFO bunkers in Singapore to kindly take note and comply with the above mandatory requirements.
